Augustus Saint-Gaudens was commissioned directly by President Theodore Roosevelt to help redesign American coinage by submitting designs to the US Mint for consideration on American denominations. Saint-Gaudens submitted a total of four different images of Liberty, and this iconic emblem was chosen to feature on the $20 Double Eagle Gold Coin. It was in use on that coin from 1907 to 1933 when the gold standard ended.
