This type of portrait is known as keyhole or porthole design and is named for the similar appearance of the frame to a ships porthole. This same design is still in use on the $5 Federal Reserve Note and depicts the 16th President of the United States of America.
The Lincoln Memorial is depicted in the reverse design of 1963 $5 Legal Tender Notes. This image debuted in 1928 when the Treasury redesigned the $5 Legal Tender Note to feature President Lincoln on the obverse, which was the same time this smaller format was introduced for the bills.
