This particular design was modified in 1986 by John Mercanti for this series. It bears similarities to other versions of the seal, with its most notable difference being the tight, triangular cluster of 13 stars above the eagles head.

The Proof American Eagle Silver Coin debuted in 1986 with sales of 1.4 million coins, a figure that remains the highest in the programs history today. The 1987 coin has the fifth-highest mintage in the series still having sold 904,723 coins.
