History

In 1854, before Buchanan took office, the Kansas-Nebraska Act was passed, allowing settlers in these territories to decide whether to permit slavery (popular sovereignty). The act led to violence in Kansas, known as “Bleeding Kansas,” as pro-slavery and anti-slavery factions clashed. Buchanan supported the act, further deepening divisions between North and South.
