This 1932 design was created by John Flanagan and shows the first President of the United States in left-profile relief. The Homestead Act of 1862 was passed by Congress and signed into law by President Abraham Lincoln to encourage the westward expansion of the growing US populace. The terms of the act granted up to 160 acres of public, federal government land to private individuals in exchange for five years of work improving and cultivating the land. If the latter was completed within five years, the land was free to the individual. Some 270 million acres of public land was transferred to private hands as a result of the Homestead Act of 1862.
