The image depicts Liberty walking in left-profile relief as she reaches out for the sun on the horizon wearing the American flag over her shoulders and carrying branches of oak and laurel in her left hand.

The heraldic eagle is the national emblem and includes the bald eagle with the national heraldic shield on its chest.
